I am trying to learn HTML and am using Dreamweaver. I am currently using DivTags. What is the best way to resize an image in pixel size so that I know it will fit correctly into the Div?

any graphics package, paint.net, gimp , both free will resize in pixels as will photoshop, not free.

Dreamweaver also lets you crop or resize an image by using the drag handles around the image
You might wish to try the free open source Gimp (GNU Image Manipulation Program) which is a good drop in replacement for photoshop. It will easily allow you to resize images. http://www.gimp.org/. Best of all it's available for Windows / MacOS / Linux.
