White Lines On Road Outside Driveway

What does a white line with end markers painted on the road across the exit from someones drive indicate. Are these put in place by the council?

Basically it'sthe area that no other cars should park to allow for access and egress. After all, you have to have room to turn the car.

These lines are painted by the council and indicate that there is a drop kerb for the driveway to the house that they are outside and that other vehicles must keep this part of the road clear to allow the residents access to their driveway. Our council charges the resident for painting these lines on the road.

I take the point about your 1st answer. Obviously you have to get in and out of your drive and you would hope other road users would see common sense. However not all drives have them in fact they seem to be the exception so I'm still wondering about them.

Does the jurisdiction of the line end at the stop markers?

Yes - and the ends of the line normally coincide with the width of the individual drive.
I have seen roads where some drives have lines and others don't, corresponding to those who have paid for the right to a dropped kerb (and hence access entitlement) and those who haven't.

Painted in area of heavy parking with restrictive yellow lines etc.

The white line has no meaning in law, it is merely an indicator that is sometimes present. They serve only to emphasise there is a dropped kerb.

But its a civil offence to block such a driveway when there's a vehicle in the driveway?

It's an offense to block a driveway when there is a vehicle in the driveway - whether there are the white painted lines or not

I have seen these lines where there isn't an access point or dropped kerb. So what does that imply?
