Is it legal for an estate agent to charge the tenant on the renewal of a lease, as well as the landlord ?

Provided that the terms are made clear in the original agreement then why not?
There's nothing in law to prevent landlords and estate agents from screwing you for money at every chance they get.
If it is in the agreement between owner and agent it is legal.
