I still have the reciept but not the packaging as it came in that shrink plastic stuff that you can never open. Am i still entitled to a refund, i still have the reciept for it.

yes - take the receipt along, that's all you'll need.
Tesco are quite good with returns. Have you tried a different adapter (if using the 3 pin sockets), when our electric toothbrushes fail to work, they have always been the culprit.
Are you sure it is not just that the battery is flat.

Surely the "electric" part of the name is only to charge the battery.
Make sure you take the reciept.

My mum bought my brothers little girl a lovely coat for Xmas but the reciept was lost with the Xmas wrapping.

It didnt fit my niece but when my brother took it back and asked for a bigger size they refused point blank. It still had the hanging tags on it so they could see it hadnt been worn.
It was even Tesco's own make! So we couldnt have bought it anywhere else.

We were amazed that someone like Tesco would refuse just to exchange (he didnt even want a refund as he liked the coat) one of their own brand coats still with the tags on.

Spoke to the Manager & wrote to Head Office but they were not interested.

I'm sure you wont have any problems if you have the reciept tho.

Yes but they had no proof you ever bought it.

Anyone could walk into a Tesco, pick up anything the like the look of (without buying it), take it to the desk and say "can I swap this for a different size/model" or whatever.

Then get it swapped and walk out the store never having bought anything (like the original item).
Your legal right to a refund (rather than to a replacement) depends upon whether you ever legally 'accepted' the toothbrush. See my post here for the legal technicalities:

However (irrespective of their legal obligations) I've always found Tesco to be extremely good about dealing with such problems.

VHG - Didnt think of that, but surely clothes would have an electronic tagon? Dont really know as I never buy clothes from there.
Regarding Tesco's security tags...they keep changing the items to which they're attached on a frequent basis. Something costing as little as 50p may have a tag on it, while another item at £40 may not. The following week, the situation may be reversed. This constant changing is done to catch out shoplifters, I'm told.
