Yes, I would consider the same. Inserting the word 'white' wouldn't offend me though. I'd be offended by the fact that they are clearly trying to offend me.

I think they definately are ummmm. If you were unlucky enough to be on the end of such an insult, I'd guarantee you wouldn't find the comment at all meaningless.
