my neighbour is driving a car when he has only a provisional licence, i know this because he actually told me!!! do i report to dvla or police or both.

My sister had a crash driving on a provisional. The insurance paid out, no questions asked.

Nope. She didn't even get prosecuted even though she had to admit at the scene that she didn't have a license....
She was driving on her own. Well, sort of, she had her daughter with her.

all i know is that im glad i did what i did because law abiding drivers are the ones that end up paying more because of these morons

You can be insured on a provisional if you're driving with another driver (although you're not necessarily insured in those circumstances).

You are definitely not insured on a provisional if you're driving on your own. If you have an accident, then the victim can be covered by the Motor Insurers' Bureau victim compensation scheme:

how anyone can get in a car and drive without a full licence with their kids in the back is beyond me so irresponsible and lets face it illegal

very luckuy mmmm we can all do stupid things ,none of us are perfect but tragic things can happen from our stupidity in all walks of life
Sorry pc keys sticking and on a lighter note at least he has been stopped before a tragedy happened.
