One of the core values of the Olympic Games is Respect:
To respect oneself, one’s body, to respect others, as well as rules and regulations, to respect the environment. In relation to sport, respect stands for fair play and for the fight against any unethical behaviour.

Extract of the Olympic oath:
In the name of all the competitors I promise that we shall take part in these Olympic Games, respecting and abiding by the rules which govern them . . .

So it’s ok to receive your gold medal, have your photograph taken and then admit what you did is morally wrong.

It's only cheating if you get found out. As he says every one does it and if you don't you don't win . Like the cyclist who deliberately fell off to get a restart the problems occur when the athlete can't keep their mouth shut .
