You know how you get events like' National Breakfast Week' and 'Chip Month' etc. do these have to go through some special comitee that decide if the day is allowed and so make it official or can anyone make any day they want and advertise it as 'official'.

Thats very much the case. I used to listen to a lot of talk radio and every day they would have a different organisation on talking about their day. Generally its trade organisations trying to whip up a bit of interest in a particular product. So for example the British Farmers Association will decided to have National Chip Week and target that as a good time to get advertising into the media for maximum effect.
