Is it legal to park a caravan on the pavement?

A caravan has been parked on the pavement up the road from where I live. It takes up nearly the whole pavement. You either have to squeeze through the tiny space left (and scrape yourself alongside the wall) to get past, or walk into the road (there's usually a car parked alongside it so you have to go even further into the road!!). I just wondered if it was legal to park wholly on the pavement as its obviously causing problems, especially for people with pushchairs or in wheelchairs.

And yes, I know someone will say you could easily cross over the road ... true, but then you'd have to cut across a grass verge to get to that pavement (again, not so good for those "on wheels").

Its just annoying really and it shows no signs of disappearing in the near future!!!

Is it attached to a car?
An unhitched caravan or trailer cannot be parked on any part of the public highway, whether road or pavement.

Even if it is hitched to a car it can't be parked on the pavement. Contact your council.
I think it can and should be reported unless someone feels they can ask the owners to move it. I'm not sure if it should be reported to Police or Highways dept though
It's an obstruction, report it to the Police, and no it's not legal.

Its not hitched to anything, just sitting there on its own! Not the type of owners you want to ask to do anything ...

Who's best to contact - the police, council or highways dept?
I'd have a word with your local police - community officer if you have one. they can have the proverbial quiet word, and then escalate if necessary.
This caravan parked on a footway is clearly an obstruction and unless there is signage indicating that vehicles may do so, it is very likely not permitted. However, to clear up a point made earlier...

It is not illegal in and of itself to park an unhitched trailer or caravan on the road. It becomes illegal if it is causing an obstruction or if it is facing the wrong way (i.e. rear lights/reflectors must face oncoming traffic) and/or does not have front and rear lights illuminated between sunset and sunrise.

Anonymous if you chose and they send reports to the local council
The offence of "causing an obstruction" can be used by the police to cover all sorts of things. It certainly applies in this case.
