Help to understand last clue in Daily Telegraph Crossword 26,966

Hello all Crossword Professionals, I am going nuts trying to understand the logic of the last solution so that I may complete Saturday's DT Crossword 26,966. 13d. Two words: [2,8]. ?T ?L?A?U?E. The clue is "A time and place-rest will go round old city when one likes".... In my view the solution should be "At Pleasure"...but WHY OH WHY? Please can someone put me out of my misery, PLEASE? Thanks All, in advance.
