Green Tomato Chutney

I'm going to make some green tomato chutney (glut of tomatoes). I have never made it before so I want to get it right. I know this might sound simple to all you gourmet cooks, but when the recipe says 500 gms of onions, does it mean after taking off the outer skins or before?

All the amounts in any recipe are for ready-to-go-in- pot prepared meat, veg etc. So, 500gm of peeled, prepared onions.

Thanks very much gingejbee. I don't want to make any mistakes as I intend to give some of it away and so I want it to be at least edible.
