I'm not sure if HOWL is an anagram, or if AIL is involved as in became ill....ailed

Thats what I thought, but from 8 down, which is

Champion of South America in less than refined surroundings. (8) Which I get as Prisoner...................PERON (IS)

This gives the last letter to my initial question as an N, so cannot be WAILED, of course Prisoner may(probably is) be wrong, any more ideas?

Maybe I was being too "clever" thinking about South American/ Argentinian champions, I suppose this with a subtle change to the clue then Prisoner could be a good answer, maybe one for compilers to think about.
