Eventually sure. When I was dealing with an ombudsman he pointed out he was not my champion but simply there to give unbiased opinion. My take was that a ruddy great powerful company with all their finance and lawyers were on one side, it seemed only reasonable for the ombudsman to take that into consideration when a member of the public are merely trying to stand up for their rights.
In my case the company concerned eventually had a change of staff and the new broom decided I was not worth persecuting any more.
One could say the ombudsman was little help, especially at the point when he had the cheek to say he hadn't heard anything for a while so assumed it was all settled (he hadn't heard anything because nothing had changed !) but ultimately I guess he helped keep the disagreement going until the company finally saw sense.
