Creating sprites for games - best way??

Hi. I'm making a game and I'd like to include some animated graphics, for example, for people that walk around. I could also create buildings too. What is the best way to make sprites for games? Is there a good free application, or should they be drawn? The walking people need only to be small. Thanks.

this is a big project for a buget which includes the word free. it all depends on the level u want to use wether your looking at something simple to go online. if simple sounds good you can make some inspired games using flashMX not free but u can get pirated trial versions. if ur looking more sims style small people walking round ur looking at alot of learning and a bigger wallet. hope that helps.
