Once again it seems that the authorities who's job it is to seek out these potential risks to children have once again failed,and we see yet another young life destroyed by maniacs.

Probably not. The authorities will blame that faceless creature "the system" and seek to correct its faults instead of holding individuals, who are supposed to exercise common sense when faced with facts,to account.
I'm sure lessons will be learnt....
I think it is unfortunate that social carers do lots and lots of good work but its only the occassional bad bit of news that gets reported!
what a truly horrible story, and no lessons will be learnt either.
