Obama responded by saying that he hadn't realised Big Bird was responsible for the deficit. And thousands rallied to the defence of Big Bird.

Its an attack ad. A type of campaigning prevalent on both sides of the debate, and a feature of US politics.
Hardly a sign of desperation - rather, not clearing something with the originators first. Big Bird is an iconic character, and its creators non-partisan so an error in preparation. We have seen similar over here, and in the US, with musicians objecting to their work being used for a particular party.
