Ebay doesn't post anything anywhere, they are just a website that people use to sell things. it's upto the individual person (or business) that's selling the items as to where they post things.

If you have seen something on ebay you want to buy, the 'advert' should include where the seller is willing to post to.

If a seller posts to Europe, they will surely post to Southern Ireland.

It depends entirely on the seller. Check their postage info for international deliveries if they have one (they don't post to you if they don't) and use the drop down to look for your country. If it's not there they don't post to you.
Be prepared to pay international shipping fees though.
