All creams are emulsions . Emulsions are just one liquid suspended in another , for example mayonnaise and salad cream are suspensions of oil in water. All cosmetic creams are suspensions of very finely divided oils/ perfumes in water .
Cosmetics are a very valuable product to the manufactures as they cost pennies to make yet sell for a fortune.
