no I dont think they should
I expect BW does have insurance, many regular cyclists do. However, a lot of cyclists only use cycle paths and travel very short distances, to be forced to take out insurance would just take them off the road (which I suspect may please you?) and put more cars onto the road. Perhaps drivers should slow down a bit and use their eyes a bit more carefully? I'm sure motorcyclists would agree with this as well.

Yes, they should pay insurance and they should have more respect towards pedestrians on pavements.
I think if they are road users, they should pay road tax.
How odd that this should have happened on the very day that his autobiography hit the shelves ;-)
That happened 2 miles from me and my OH came off the M6 northbound at 17.40 last night, good job he wasn't delayed he hates it when that happens.
