I have just bought a new Notebook PC and bought Norton 360. Because I have no disc drawer I was told to download and then put in the product key. But when I try to download it asks for payment. How do I get past this please?

I would go back and complain Luzzly.
VHG is right. I recently bought a copy of Norton 360 "Exclusive Gold Edition" from PC World an encountered a slightly different problem. When I installed the disc, I got a "blue screen of death" within minutes of installation and a cyclical rebooting. This happened on two separate evenings.

After hunting around on the Symantec website, I was advised to use the Norton Removal Tool (downloadable online) and install the purchased software from the Symantec website. At the end of the installation, I discovered that my product key had somehow been retained on the PC and the software completed its installation and has worked liked a dream since.

knockavacca as daft as it sounds, PC World would claim that they had no way of knowing that the software purchased was for the Netbook unless of course Luzzly specifically said so.
Just to clarify after re-reading my post, I did not purchase the downloadable version.
No problem go to: http://www.norton.com/netbook
You can then enter the product key...no problem at all.
