I bought some hardy fuschias this year and one of them has had light brown marks on the leaves all through the summer. I have been cutting them off but they still come back. Is it some form of rust? I have seen holes in some of them but not all. If is is rust can I get rid of it? Thank you

It could be capsid bug damage - they pierce the new leaf buds and suck the sap, and the leaves develop holes and patchiness. http://www.visualphot...leaves_by_capsid_bugs
