Spray on Oven cleaner should work as long as the guard is not made of Aluminium.
You need to coat it well, leave for several hours or overnight then clean off and rinse well. If it is still not clean then do the same again. Do NOT ever use oven cleaner on anything made of Aluminium , it will corrode or even dissolve it.

I sometimes cover mine with some foil and place it foil side down over the pan and just keep removing the splatterguard every so often to check frying. Also for if I want to leave something in the pan to keep warm on a low heat. Its cheap enough to replace after each session ( well the one I buy is)
