It is meant to be attached with tiny tacks. These are hard to hammer into the hard wood of some picture frames. If it is softer wood, you can start the holes with pushpins to mark your spot. Be sure to take the glass out while you are hammering. You could try super-glue, but if the frame is at all heavy, it will pull off.
If you try something else, like a screw eye sticking out the back, it will bash into the wall and leave marks, and the picture won't lie flat against the wall. You could put the screw eye in the top of the frame; it will work beautifully but will look terrible.
For paintings that are canvas stretched over wood, the technique is to put tiny screw eyes in the side of the stretcher (not sticking out poking into the wall) and run picture wire tightly between them. That works best but is not appropriate for most photo picture frames.
