They used an 'average' of three charts as used by NME, Melody Maker and Disc & Record Retailer.

I thought it was based on sales reported from record shops

Bang on, TCL.
Sorry, hit the wrong button.

They based the BBC chart on an average position, so, if 19th N-B was No 1 in two papers, but No 4 in the third, that would add to six, divided by three, making it No 2. I'm led to believe that sometimes it went to several decimal places working this out. I know somebody who may know the exact history, will ask next time I see him.
Just phoned, to be told that my friend's source - somebody who produced the show in the 1970s - died last year. So that avenue's closed, I'm afraid.
Mostly 3 charts. About 18 months of 4 charts. Melody Maker and Musical Express were the 2 main ones and they were nearly always gave the same No 1 so you could bank on them being No1 for 'Top of the Pops. Disc which later became Disc and Music Echo was the 3rd one used up to 1966. All 3 had 19 NB at No1. Then Record Retailer which was printed in Record Mirror became the 4th.
19 NB peaked at No2 in this mag which made 19 NB undisputed No1.
