That case doesn't seem comparable sp. The preacher there was voicing his crackpot opinion about what would happen to gays in the afterlife - ie they would burn in hell.

The case in question is more akin to incitement of others to commit acts of violence in the here and now - torture, beatings etc.
It's much worse, and in answer to the op, no I don't think a 4K fine was enough.

That bile-filled diatribe wasn’t aimed solely at homosexuals – and no, the fine wasn’t severe enough. People like this presenter do nothing to advance social cohesion in this country – in fact they deliberately encourage hatred and separation. They are, quite simply, dangerous.
