Where's my post?

I was talking to an elderly friend this afternoon whose grandson is a postman.
According to him there are 3 large lorries in our local depot full of post which is not being released for posting until next month at which time the extra money for the staff overtime will be released for Christmas.
In addition no extra delivery staff are to be taken on over Christmas.
Surely it would make sense for the postal staff to start working overtime this month even if it was with the understanding that their overtime would not be paid until a later date?
They are rushed off their feet at this time of the year as it is.
If this is the norm over the whole country it's no wonder so much stuff is delivered late.

maybe the post being withheld is junk mail the post office have taken large fees for distributing but they have a contract that says they will only deliver in december, makes more sense than the stock piled mail being the domestic/ business mail posted through their own postal service.
