ipad problem

My sons ipad seems to have a problem, whenever he tries to download any free app a pop up asking for his password and card details, when reluctantly he types it in, always the response is that his payment has been declined. This happens to all free apps. Has anyone any ideas as to why this is happening and how to stop it or is it a trip to the store to sort things out?

This seems unlikely as the App Store is pretty secure, it does require an account of course but it doesn't need a credit card and certainly not for free apps. He is trying to download from the App Store I assume, what happens if he tries to download the apps via iTunes?
