There is a resistor pack somewhere in the blower motor circuit which allows the fan to operate at different speeds, i.e. if all resistances are operative, the fan turns slowly, and obviously at top fan speed no resistors are involved. Replacing the resistor pack with one from a scrapyard did the trick for me. The part was £10 and took about 15 mins. for me to fit. I think the resistor you have replaced in the footwell is probably the fuse for the circuit. You need to find the resistor pack.
The actual location is just above the floor mat, it's black (approx 8cm and 4cm wide) with four wires coming out (the first set of wires you come to). There is one screw holding it in at the bottom. In the passenger side.
Lucy - the above is from a Google search I did. It rfers to the resistor pack for the blower motor.
Good luck!
