Is there a program that can tell me how long a computer has been switched on for, or even better how long it has been logged on to a network without having logged off?

Since the computer spends 99% of its time idle this is a pretty good indication of how long it has been switched on for. I'm not sure about the logged on bit: if you are on a domain then the DC can audit the logon times and in Exchange 2000 you can view it through System Manager, Administrative Groups, Servers, %server%, %server% Store, Mailbox Store, Logons (since most people have Outlook opened all the time).
You can enable auditing that will detect and log network logons, and in fact, anything else... Not really worth it though unless you have a real need for tracking this kind of activity since logs will very quickly eat up lots of space. That's why they tend to run only on large servers where logging is important and space is not.
not sure about 95 or 98 but any NT box/2K/XP has an "event viewer" in control panel\administrative tools (or off the start menu, programs, administrative tools for old NT boxes) which will tell you all you wish to know. BTW were you talking about local logging of the machine you're at, or remote logging? with regard to the latter you will need to get a program written, that does this for you, if you're a developer (or spend a lot of money on server/network management software)
This is the software I was thinking of: http://www.rjlsoftware.com/software/utility/uptime
