Does a charity have to give a set of accounts to anyone who asks to see them?

Yes. But an easier way to see a charity's accounts is to get them direct from the Charity Commissioners' web site.

Not sure why you couldn't have tried this yourself. I followed the instructions in the link I gave you (typed in the name of a charity into the green search box, then clicked on charity name in the offered list) and ended up here:

Charities of less than £10k income (figure might be been reset a bit higher now) merely need to produce a statement of total income and expenditure. With a bigger charity you get a P&L statement at least.
