Zombie? Horror Film

Can anyone help me with the title of a horror film please? I just CANNOT remember the name of it or who was in it.

It starts with two girls driving in a car through a long tunnel, through a mountain, to visit an aunt, I think, in an isolated town. When they get there, no-one is around, the aunt's house is deserted, everything has just been left as it is. They're helped by the local sheriff and they're all trapped in the jail house, I think, all night. Turns out, it's all a government experiment, or something, and a large truck with built-in computers turns up near end of film with strange "government" types in it. I think it's between the years 1995 ish to 2006. Would like to get the dvd.
