How does this quote finish and who said it : when a nation starts burning books........

I wonder whether you mean the quote from the German writer, Heinrich Heine. He wrote in 1821 "Where they burn books, they will end in burning human beings."
Obviously, this quote does not refer to Jewish books in Nazi Germany as such, being from over a century earlier, but it does include an 'ending'. And one that came true!
