I can't find anything in the history of 20 down that would suggest he was a documentary maker. Not that there's much out there in internet land.
Maybe the clue's a lot more cryptic than it would appear, otherwise it just gives you a first name, invites you to think of a civil war, and try any combination of vowels within the crossing letters until you find someone who has vague connections. Happy to be enlightened.

For a while I thought I might just have to re-read the book, but it is indeed there in Chapter 6, in a letter from a Miss Rickward to Barbara Vaughan.

One of the great things about TLS crosswords is that they are not just about solving a puzzle. They constantly remind you about great books or bring them to your attention for the first time. I re-read "The Mandelbaum Gate" as a result of this puzzle and got things out of it that I didn't get the first time. But Zabadak ("you don't have to buy the book") and Slaney ("For a while I thought I might just have to re-read the book") seem to think that it would be otiose to have to [re-]read it. However, I encourage you all to give it a go. There are plenty of cheap editions available through addall.com.
