On electric showers the water uses cold water only so stopping the flow of water to your radiators is a waste of time as they are on a different water system altogether.
The cold water enters the shower unit which has an element inside, this heats the water up. I would hazard a guess that it is this unit that is on its way out.
The landlord seems to me to be fobbing you off but I don't know the law as to whose responsibility it is to replace it. Good luck.
