What percentage of language learners reach a level to be able to talk with a native speaker at length or to understand a lecture. ( This would be C2 on the European framework)

I understand the first part of the question and I don't know where you'd start to look (but I don't understand the reference to C2). Language learners in the UK, school learners, adults?
