How To Access The Internet!

This may sound like a strange question but here we go!
I have a friend who would like access to the internet but he doesnt have a computer or a smartphone. Other than going to a library to use their computers or similar, what's the easiest and cheapest way forward for him? He doesnt want to buy a computer/laptop (although was interested in the iPad) and obviously doesnt have broadband at home.
I know this means he'll have to buy SOMETHING to view it on but what's the best route (oh, and he's not a techie by any means you'll not be surprised to hear!!).

This, or something similar, will let him get internet via his TV. Though, if he wants easy access to internet he may just need to put his hands in his pocket and fork out for broadband. He should be able to get it for around £20 a month.
