How do i do an address search for someone i have name and dob? Can anyone help me with this search?

It depends on the year you are looking at, census returns for England and Wales are available for every 10 years from 1841 - 1911 inclusive. Electoral Rolls do not show a date of birth.
192.com links with the phone book and the electoral roll and gives a rough age range covering from around 2000 to 2012.
