I just paid £24.00 for an indoor (hooded) litter tray for the two rescue cats we are picking up tomorrow. I didn't think it was expensive considering it will stop our house stinking, I also invested £20.00 in a 'Litter Mate' disposal system so I can clean the tray out and dispose of the waste hygienically so as not to pee off the dustbin men who will have to cart it away every week :)
When we had a cat we made her a small 'lean-to' type box beside the back of the house and had her going in there for 22 years. The ground was usually dry there because of the eaves anyway, but she still use the box. A normal catbox with dry builder's sand in the lean-to kept her happily using it religiously, even when she was inside she would call to go outside to the toilet. We never ever had a cat complaint from the neighbours.
