As others have indicated, GIMP is the only free image-manipulation software which comes anywhere close to the mighty Photoshop. However it's worth noting that (just like Photoshop) it's got a very steep learning curve. I strongly recommend downloading ALL of the documentation which goes with it, not just the program itself.

There are ways and means, but you must not on any account go to Piratebay's proxy site and download CS6 then put the amt.dll file in that makes it all work and is not malware even though it might show up as such (Virus Total shows it as a false positive). So don't do that because it's illegal, ok?

If youre going down the torrent route
then make sure its one of "thehingys" uploads they are the best of the lot, so ive been told -;
Kickass or Piratebay, but you'll need to use one of TPB proxies Google is your friend.
If you need an operating system, the same, get a torrent , it will be an iso format, make a bootable disc image from it, using something like Daemontools to mount the burn/image and off you go
