If the eye is 'blue' this is often the sign of an ulcer. You should always see a veterinary opthamologist with any eye problem, as there is the danger of losing the eye if not treated. Your own vet should refer you, if you are not satisfied with his initial findings.
Vitamin E capsules have been suggested as an aid in 'dry eye' - break them open and coat the surface of the eye (but I would ask the vet first).
There is no known cataract problem in the Peke according to the KC/BVA list of breeds affected with hereditary eye conditions.
