my neighbour has a conifer hedge the roots of which are damaging the tarmac on my drive is he responsible for the cost of any repairs that i have to make ? t.i.a

Yes, provided you can demonstrate that his hedge is doing the damage. So invite him round and invite his comment. Don't repair the damage and then expect him to pay afterwards. And it will keep happening unless you also chop back the roots on your side close to the side boundary. You are legally entitled to do this too.
