Not sure freecycle does pets. My local branch stopped accepting ads for them several years ago.

Parrots are expensive birds and their cages and food are not cheap either. Any offered for free have probably got problems. They are extremely sensitive and intelligent birds who require a lot of attention.

As per previous answer, parrots are very expensive pets, not just the cages and food, but special dietary supplements, specialised cage disinfectant and not least the specialist avian vet. Our African Grey costs in the region of £30 per month just in food, sand, disinfectant, calcium supplement. His recent illness cost over £700 plus 3 round trips of 60 miles to his vet. Then there are the foods that are toxic, avocado is fatal, we never have it in the house. Plus if you have a dog, then you must take care that the birds habit of throwing their food out of the cage. The dog may pick it up and these in turn could be dangerous to the dog! Should you decide to have the bird microchipped then make sure that your vet is specialised as I once read of a macaw bleeding to death in 15 mins due to a wrongly inserted chip.
