If you've got a good quality scanner and a good quality printer then it's fairly easy to restore the picture yourself. Photoshop is the best program for this but it's pricey and you need quite a bit of experience to get the best from it. Serif's Photo Plus 6 is free and fairly easy to use. Get it here:

As has been said, almost any photo lab will be able to restore the picture for you but please note that their services don't come cheap (�15 for a fairly simple restoration job - which takes 5 minutes in Photoshop - is quite a common figure).
If you don't want to pay these sort of prices and you don't like the idea of doing the restoration yourself then (assuming you've got a decent scanner) just post again and I'll tell you how to contact me so that I can run it through Photoshop for you.
Just a last thought: Scanners and printers normally come with photo-manipulation software so perhaps you've got something suitable already?
