This will cost them (the newspapers, that is).
So it's a case that 'features' and extras may be explicitly prohibited under the license agreement, or that it's cheaper for the newspaper (for licensing reasons) to exclude them, and just include the basic film.
Unless it had to be specifically written, there wouldn't be a cost issue in terms of physically putting that data on the disc itself - there is no difference in the unit cost of producing a disc with or without subtitle / extra / bonus data - but it could be significant with respect to licensed use.
