First of all you just have an informal drink with all involved. You see if everyone is serious and then if you are you start formalising things with a Chair, a secretary and if appropiate a Treasurer. You draft a constitution, organise some events and have regular meetings.
Its easy really and i suppose you can contact the Caravan Club to see they can help you.
Sorry to be so non specific but its best to just start simple and things tend to fall into place. Good luck.

I'm sure it wont be easy but if its something you are in to it should be fun.
When it becomes a chore you should jack it in but i reckon it will be good.
Like i said just take things one thing at a time and only take on as much work as you feel comfortable with.
Its easy when its something you are interested in.
