If double yellow lines are not complete, by having the ends finished off by the line at 90% to them. Is the offence enforceable.

Bear in mind that the contravention arises from contravening an extant traffic regulation order (TRO) rather than parking on double yellow lines. Without the TRO the lines are merely 'paint'.
