The first page of ICT when Googled gives at least five different answers ranging from International Counter Terrorism through to the Institute For Creative Technologies though I would imagine that the question refers to Information And Communication Technology.

In answer to the latter I would imagine that the affect on us old dodderers is much the same as that for those under 60 although I am of the opinion that the affect depends more upon the ability of the individual to understand and use the available technology, rather than his or her age.
