I remember when SPF ratings first came in, 8 or 9 would be considered High Protection but now the advice says Don't use less than Factor 15. Has the numbering system changed?

I don;t think so, I think it's just been realised that people aren't protecting themselves enough. I use factor 60, which I believe is the strongest you can get, and you have been able to get 60 for a while now.
