scanning photos + text

I have a series of photos + text that I'm trying to put on to a CD before having them printed in bulk. When I print individual pages directly from the computer (some are in Documents, some in Pictures, in Windows 7) they look great. But in order to do that I've had to print the picture separately and then print the text underneath it afterwards.
I thought scanning each individual page and then transferring them to CD would work. But when I printed one out from the CD, to check it, it was very much fainter (and it certainly looks fainter in the preview). I have replaced my colour cartridge, but no difference. I assume I should have altered a setting on the scanner page; what should I have set it to, please, for best effect?
I have tried adding text directly to the pictures on the original document, but that doesn't work for the pictures sent from another computer unless I insert a text box, which I don't want to do. Any advice, please? (and thanks for reading to the end of this screed!)

First set your scanner to a high dots per inch (say300) to give you a large image size when scanned . If you don't have one then beg ,borrow ,steal or buy a photo editing prog such as Adobe Elements . All your other problems can be sorted from there .
