Circa 1979 did Margaret Thatcher impose a tax on businesses in Scotland resulting in businesses quitting large premises for somewhere smaller? or was it the result of the Poll Tax?

Ravenscraig steel works, coal mines, car plants and aluminium smelters didn't move to smaller premises under Thatcher, they were shut down completely. The "Community Charge" was a separate issue that affected everyone, but had nothing to do with businesses.

Poll tax was a tax on people. If there was 5 adults in the house then 5 lots of poll tax would be paid. If I remember correctly it replaced rates. Council tax replaced poll tax.
